What is the goal per minute for Rapid Naming Charts?

Please assist with the following: Is the ideal goal for primary students to read Rapid Naming Charts two times in one minute, i.e. 60 items per minute, and that upper elementary read twice that amount in a minute, i.e. four charts?

Here  the guidelines for letter recognition charts:

Guidelines for Reading Charts

By the end of the following grades, students should be able to read Instant Letter Recognition Charts and Rapid Word Recognition Charts the stated number of times.

1.  First grade—two times

2.  Second grade—three times

3.  Third grade—four times

4.  Fourth grade and beyond—four to five times
